Method: OCR-assisted transcription of an image-only scan, verified page by page against the page images, with manual semantic markup.

  • This is an OCR-assisted transcription of a scanned, declassified FBI headquarters file section from the National Archives JFK collection (NW 55509, DocId 32339281, 26 scan pages). Every heading, name, date, file number, and garbled passage was checked against the rendered page images and corrected; the raw OCR scrambled the reading order of several stamped memo pages and the two-column attachment list.
  • The identification form's TITLE field is blank; the sidecar title was assembled from the form's AGENCY FILE NUMBER and SUBJECTS fields. The form's DATE field prints 02/09/1957 and its Date field prints 5/27/201 with the final digit cut off at the scan edge; both are transcribed as printed.
  • The scan is a file section containing, in scan order: the identification form; a CIA memorandum of 20 September 1967; nine FBI memoranda, airtels, and letters and two CIA letters dated between 9 February 1967 and 19 September 1967, filed in reverse chronological order; a letterhead memorandum enclosure present in two nearly identical copies, both transcribed in full; a scanned envelope; and a three page typescript enclosure, The Nicosia Declaration. Each constituent document is a top level section.
  • Notation conventions: rubber stamps and classification markings are transcribed as bracketed notations, e.g. [Stamp: SECRET]; handwritten annotations as [Handwritten: ...]; unreadable text is [illegible]; empty form fields are [blank]. Typed and handwritten per paragraph classification markings such as (S), (C), and (U) are kept inline at the position where they appear. Classification stamps struck through by declassification reviewers are noted as struck through.
  • Numbered paragraphs in the CIA memoranda and the 27 February 1967 ground rules memorandum are rendered as ordered lists; their printed numbering (1., 2., or 1), 2)) is conveyed by the list markup.
  • The attachment list of cities and principal contacts is rendered as a table. In the source nearly every listed name is struck through by hand and handwritten state abbreviations bracket the city groups, as noted before the table.
  • Source typographical errors and idiosyncratic spellings are preserved, including 'targetted', '02/09/1957' on the identification form, 'GIBSON, advised INS', 'the articles attacks', 'insure the informants', 'unequivocable', 'unconvertable', 'victimise'/'organisations' (British spellings in the Nicosia Declaration), and the mid-word line-break spellings joined per the printed hyphenation.
  • Decorative artifacts are dropped: printed memo stationery (Optional Form No. 10 headings, Buy U.S. Savings Bonds footers are kept only once per memo where printed as part of the page), the printed routing name column (Tolson, DeLoach, etc.) on Bureau memo forms, hole punch marks, and NARA release footers ('NW 55509 DocId:32339281 Page N'). Illegible handwritten initials and signatures are summarized in bracketed notations rather than reproduced mark by mark.

Negro Militant Activities on West Coast
  1. The following information was acquired by Source [handwritten asterisk above the word Source; at the foot of the page, handwritten: # Source, "SUGAR"] from Dan Watts, editor of the New York-based Afro-American militant magazine Liberator.
  2. San Francisco is one of the few cities in the United States where the SNCC leadership is fully integrated, i.e., including both Caucasians and Negroes at the effective leadership level.
  3. In this area SNCC is concentrating on developing a draft resistance campaign, with large demonstrations planned on this theme late this month (September 1967). Because the draft draws in larger measure on Negro inductees (Watts said most white draftees are usually more easily able to secure deferments on the basis of continuing their education), the campaign will be primarily targetted at the black communities.
  4. A center of black militant activities in San Francisco is the More Store, 1413 Philmore Street, and an individual particularly active there is Bill Grey (or Gray). A Black Panther center of activities is at 953 Dehar Street.
  5. Activities in San Francisco are not generally geared toward civil violence, but are more intellectual in nature, and seem to be concentrated on seeking assistance from Holland and Sweden in arranging for "escape routes" for draft dodgers and/or deserters. Assurances have already apparently been received that such individuals would be accepted into France, provided that they commit the "crime" of desertion in another country; they would thus merely be seeking "asylum" in France.
  6. SNCC is presently negotiating with the Tanzanians for the establishment of an office in Dar-es-Salaam, which would be recognized by the OAU (Organization of African Unity) Liberation Committee (i.e., it would recognize SNCC on the same basis as other African revolutionary "liberation" groups).

SUGAR is the Central Intelligence Agency (CIA) informant who recently returned to the United States and who will be in contact with people in black nationalist circles. Richard Ober, CIA, furnished the following to the Liaison Agent on 9/18/67: (S)

SUGAR was scheduled to leave for Los Angeles on 9/18/67 and will also stop in San Francisco. He will return to the Washington, D. C. area on or about 9/22/67. He will then make a trip to the Mid West and to the New York City area. CIA will debrief him on the occasion of the return of each trip and will immediately disseminate the information to us. (S)

In a telephone call on 9/18/67, SUGAR advised his CIA contact that the racial situation in Chicago was becoming "very tense" and he referred to "Fats Washington" as a person very much involved in this activity. He indicated that he would furnish details later. (S)

Ober stated that in the event SUGAR develops any information during his travels which suggests the possibilities of an impending racial disturbance or riot, he will telephonically contact the nearest FBI Office and furnish his information. He will identify himself as "John R. Sweet" and state that "further identification can be obtained in Washington." It should be emphasized that such communication will only take place if SUGAR has information of an emergency nature. His contact with any FBI Office will be only by telephone. (S)

On September 14, 1967, CG 6547-S furnished a letter from RICHARD GIBSON received through the AHC Post Office Box in Chicago. The letter reads: (S)

Dear Comrades,

This note is being written urgently from Brussels to inform you that I will be shortly visiting the States again and would like to see you on some matters of urgency.

I deeply regret that none of you were able to stop in London when you visited this part of the world. In any case, I believe that a discussion at this moment would be extremely useful in view of coming events.

I expect to be in New York on the 14th and 15th of this month. A message can reach me, c/o General Delivery, GPO, New York, N. Y. 10001 or c/o LIBERATOR, 244 East 46th Street, New York, N.Y. 10017. Just when I will reach Chicago, I cannot say, but expect that will be in the two weeks afterwards. Would you please let me know how to contact you when I do get to Chicago, as we have no phone number or other rapid contact for you.

It is obvious that GIBSON has discussed the AHC with RENE RAINDORF and/or JACQUES GRIPPA of the Belgian Communist Party (BCP) and it appears that he has a message for the AHC from the Belgians. It would seem likely that the Belgians have disclosed the identities of CG 6547-S and CG 5908-S to GIBSON even though he states he has no phone number for the Committee. Therefore the following letter was sent to GIBSON, c/o General Delivery, GPO, New York City on 9/14/67, in order to effectuate meeting with CG 6547-S: (S)

The confidential Central Intelligence Agency (CIA) source known to you as "Sugar" who operates in European pro-Chinese Communist circles is scheduled to arrive in New York City on or about 9/15/67. CIA has advised that Sugar will contact a number of individuals associated with the militant black nationalist movement and pro-Chinese Communist oriented organizations. (S)

Among the individuals Sugar has tentative plans to contact in Chicago are Sidney Lens and Howard Brofsky. He has also indicated an interest in recontacting the Ad Hoc Committee (AHC) in Chicago. (S)

CIA has not requested additional information regarding the location or organizers of the AHC and it is likely that if Sugar desires to contact the organization he will do so by directing a communication to its post office box. In the event Sugar does contact the AHC, authority is granted for CG 5908-S and/or CG 6547-S to meet and confer with Sugar. If such a meeting is necessary, Chicago should insure the informants are well briefed but they are not alerted to Sugar's relationship with CIA. Promptly advise the Bureau in letterhead memorandum form suitable for dissemination of any contact between the AHC and Sugar. (S)

NOTE
AHC is intelligence operation projected as legitimate pro-Chicom organization. Sugar is identical to Richard Gibson, formerly associated with the Fair Play for Cuba Committee, who for several years has been working as a CIA source in Europe where he is endeavoring to penetrate pro-Chinese militant black nationalist groupings. The true identity of Sugar is known to the Chicago Office. In August, 1966, Sugar made contact with the AHC in Chicago and since that time has been in correspondence with the AHC. Sugar is not aware of the intelligence nature of the AHC and the two AHC informants who we are authorizing to confer with Sugar are not aware of the latter's association with CIA. (S)

  1. This is to advise the Bureau that this Agency plans to have SUGAR come to the United States during the month of September 1967. In addition to periodic consultation with Headquarters elements, the purpose of this trip will be to renew previous contacts, particularly among American Negro radical elements, primarily in order to develop information on possible Cuban (or other foreign) financial or other lines of support to those groups. He will be under instructions not to engage directly in any civil rights or other protest activities while in the United States.
  2. We would appreciate the Bureau's concurrence in this activity. We would also welcome any Bureau requirements which the Agency would levy on SUGAR for servicing during his stay in the United States.

RICHARD GIBSON, INFORMATION CONCERNING (Internal Security)

Reference is made to my letter dated October 24, 1966, wherein information was set out indicating Richard Gibson was suspected in 1966 by a member of an Italian pro-Chinese Marxist-Leninist organization of being a spy for the Central Intelligence Agency. According to our source, the Italian pro-Chinese Marxist-Leninists subsequently relayed this suspicion concerning Gibson to Rene Raindorf, a member of the Central Committee of the Communist Party of Belgium (Marxist-Leninist). A second source of this Bureau who has furnished reliable information in the past recently advised that in June, 1967, Jacques Grippa, leader of the Belgian Party, and Raindorf, indicated to a member of an American pro-Chinese communist organization that they thought highly of Richard Gibson and were of the belief he was doing a good job (in the cause of militant Marxism-Leninism). A third confidential source in a position to furnish reliable information advised in July, 1967, that Gibson recently had changed his address from 30, Stockleigh Hall, Prince Albert Road, London, N. W. 8, to 32, Hartswood Road, Stamford Brook, London, W. 12. (S)

Gibson is identical to a CIA source who operates in Europe in the pro-Chinese communist political field. (S) The information set out as received in 1966 was furnished by CG 5908-S. The second source referred to is CG 6547-S who recently returned from Europe where he conferred with members of the Belgian Party, and the third source is the post office box maintained in Chicago by the Ad Hoc Committee for a Marxist-Leninist Party, USA (AHC). The AHC is an intelligence operation directed by this Bureau to penetrate pro-Chinese communist intelligence and political activities, and the two informants mentioned above participate as members of the AHC. Information in this letter is paraphrased to protect the identity of the operation and informants involved. (S) Classified "Secret" because previous correspondence (S) so classified and because relates to an operational CIA source as well as intelligence operation of this Bureau of continuing value. The exposure of latter could result in grave damage to the national defense interests. (S)

Hearings held 3/22 and 23/67 before United States Senate Subcommittee to Investigate Administration of Internal Security Act and Other Internal Security Laws of Committee on Judiciary. Summary of testimony heard in Executive Session, classified confidential, follows: (U)

Leonal Alonso Fiel - Alonso is subject of a closed "Internal Security - Cuba," case file. Reveals Alonso and family were admitted to United States under Central Intelligence Agency (CIA) auspices 8/6/66 after his defection from position as Cuban Ambassador to Lebanon. CIA advised that Alonso furnished no significant information during debriefing.

Testified he had been member of pro-Castro 26th of July Movement and held rank of Cuban Army Captain while engaged with Castro revolutionaries in struggle to overthrow Batista government in Cuba. Army rank was granted because of his knowledge of communications and propaganda activities. (U)

After Castro assumed control in Cuba, Alonso received appointments as Minister of Foreign Affairs in Ghana, and Ambassador to Indonesia, Syria, and Lebanon, until defection in August, 1966. Alonso advised of Castro's plan of subversion in Africa; Cuban propaganda directed to United States, object of which is to stimulate racial unrest; and of Cuban diplomatic service activities. (U)

During end of 1957 until May, 1958, while in Miami, Florida, Alonso knew of pro-Castro Cubans in Miami whom he identified merely by name. No identifiable information re these individuals located in Bureau files. Investigation to identify them will be instituted separately. (U)

Paul Vicente Volta - A Cuban citizen who resides West Newark, New Jersey. He had been assigned by Cuban Government in London as Commercial Counselor, a diplomatic post, when he defected and sought sanctuary in United States in November, 1966. Testified he had enthusiastically supported Castro revolution at outset but became discontented with Castro regime after abortive invasion of Cuba at Bay of Pigs. (U)

Volta told of his activities as Cuban tobacco and trade expert in delegations to Spain and Russia. Discussed operations of Cuban diplomatic missions including propaganda activities; Cuban sugar marketing activities; Cuban unfavorable balance of trade with Soviet-bloc countries; and declining Cuban production of increasingly inferior tobacco. (U)

Volta advised that Richard Gibson, former head of pro-Castro Fair Play for Cuba organization in United States who edited news bulletin in London, had attempted in past without success to obtain Cuban entrance visa at Cuban Embassy, London, for purpose of interviewing Castro on an assignment by "Playboy" magazine. Our case file re Gibson, in closed status, reveals he is a CIA source operating from England as a European pro-Chinese communist. (S)

On March 1, 1967, CG 6547-S received through the Ad Hoc Committee Post Office Box a document entitled "The Nicosia Declaration", which was from RICHARD GIBSON. GIBSON enclosed a note on his business card which read "Think you will find this important!" The letter was postmarked London, England, date illegible. (S)

Six xerox copies of this document are being furnished the Bureau and two copies for the New York Office. (U)

It is noted that this document is signed by five African organizations, which are apparently pro-Chinese communists since the articles attacks the Soviet Union for "splittist" activities in connection with convening the Soviet sponsored Afro-Asian People Solidarity Organization Council in the American owned Hilton Hotel in Nicosia, Cyprus. The document is dated February 15, 1967. (U)

We, the undersigned Revolutionary Organisations, hereby declare for the peoples of Africa and Asia to know that the arch collaborator of U.S. imperialism, the Soviet revisionists, are frantically engaged in manoeuvres to destroy the revolutionary unity of the peoples of Africa and Asia. This unity, so vital to our interests, is being deliberately undermined at the Soviet-sponsored "Afro-Asian Peoples Solidarity Organisation Council" meeting presently being held in the American-owned Hilton Hotel in Nicosia, Cyprus. The meeting, as depicted by the course of events, was specifically called to attack the genuine anti-imperialist organisations from Africa and Asia. The acceptance of neo-colonialist agents from Singapore, Soviet lackeys from Ceylon and carefully chosen individuals from other countries testifies to the fact that this meeting was called for reasons other than to consolidate Afro-Asian Solidarity. The farce of this meeting was thoroughly exposed when individuals collected from the Ginza were described as representatives of the courageous people of Japan. The Soviet revisionists, from a European country (a statement no politician can rush to deny), are now playing the same despicable role the United States is playing in the United Nations. The U.S. controls the United Nations and stands at the door, like St. Peter, and arbitrarily decides who should enter and who should not, and the Soviet revisionists have adopted the same despicable role in the Afro-Asian Movements.

The 4th Conference of the Afro-Asian Peoples Solidarity Organisation, held at Winneba, Ghana, adopted unanimous resolutions concerning the strengthening of the AAPSO and its revolutionary task. The Winneba Conference unanimously agreed that the next Council meeting [illegible] be held in Tanzania and the 5th Conference in Peking. The Soviet revisionists, using their bankrupt lackeys, steadily manoeuvred to undermine the decision of the people of Asia and Africa. Fully cognizant of the fact that no self-respecting African or Asian country would permit them to fulfill their pro-imperialist activities, the Soviet revisionists highhandedly decided to convene this Council meeting in Nicosia under the protection of United Nations Troops. With a biased Chairman, who constantly warned delegates to accept Soviet domination or else he would call in the police, all opinions unacceptable to the organising clique were forcibly stifled. Freedom of expression, a cardinal principle in Afro-Asian deliberations, was blatantly denied to delegates in an imperialist fashion. Thus not only was the convening of the meeting illegal, but unconstitutional procedures were invoked to carry out their vile machinations.

Soviet Intrigue.

From the very outset, the trend of the meeting was obvious. The Soviet revisionists, their voting cattle lined up, reversed every decision of the Winneba Conference by show of hands. The highhanded "expulsion" of the South West Africa National Union was not only unconstitutional, but in direct conflict with the spirit of the historic Winneba Conference. The Winneba Conference, pursuing genuine solidarity, advocated the acceptance of more than one organisation from still-dependent states. The Ad-Hoc Committee of the AAPSO, meeting to discuss the membership of organisations, recommended the following with regard to South West Africa: -

"... the Commission recommends the admission of SWAPO, with the request to both organisations, SWANU and SWAPO, to constitute a National Committee resulting from the envisaged Front. While waiting for the constitution of the Front, both organisations will be represented together at AAPSO."

Instead of pursuing the spirit of solidarity laid down in the Commission's Report, the Soviet revisionists, employing their rouble-paid voting cattle, committed the most serious crime of splitting the solidarity of the people of South West Africa and therefore the people of Africa and Asia. This unconstitutional and undemocratic procedure helps to serve only the imperialists.

According to the biased Chairman, the voting with regard to the "expulsion" of SWANU was 25 in favour and none against. Of these 25, we would like to place on record that they represented only 10 member organisations out of the reported 60 member delegations present. The 25 votes included six from the Soviet Union and four from the chief Soviet lackey, the African National Congress of South Africa. The majority of the members, disgusted with the unconstitutional procedure adopted to victimise a member for freely expressing its Party's policies, correctly decided not to participate in this illegal act.

The victimisation of SWANU is a clear indication of the role of the Soviet Union in splitting the solidarity of the people of Africa and Asia.

WE WARN.

We, the undersigned revolutionary organisations, representing the popular movements from Southern Africa, warn in unequivocable terms all splitters of Afro-Asian Solidarity that their fate will be the same inglorious defeat that awaits the imperialists. The people of Africa and Asia, resolutely determined to overthrow imperialism, colonialism and neo-colonialism, are equally determined to fight revisionism and European paternalism. The genuine revolutionaries of Africa and Asia, relying on their own efforts, will liberate Africa, Asia and Latin America and give all possible assistance to our oppressed European brothers to liberate themselves from the Soviet revisionist ruling clique in Eastern Europe and in the Soviet Union itself. We shall stand also with our class brothers in the rest of Europe and the United States in our common struggle to defeat imperialism and revisionism.

We warn the Soviet lackeys - the expatriate political mercenaries of the African National Congress - to remember that the people of Azania will try you for your gross betrayal of their heroic struggle; we warn the ZAPU clique to repent over their despicable role of selling the struggle of the people of Zimbabwe for unconvertable roubles; we warn the Dangeite clique from India that the 500 million Indian people will deliver you to the same grave that world reactionaries will occupy for betraying their struggle and attending Afro-Asian conferences to project a Soviet sell-out of the peoples of Africa and Asia.

ALL THOSE WHO SUPPORT, CONSCIOUSLY OR UNCONSCIOUSLY, THE SPLITTIST POLICY OF THE SOVIET UNION WILL COME TO NO GOOD END. THIS IS AN UNAVOIDABLE CONSEQUENCE OF HISTORY.

Our Position.

We the undersigned organisations hereby wish to make it abundantly clear that any decision taken at this meeting is not binding on us and we adopt a constitutional position that shall challenge ALL decisions of the Secretariat at the properly constituted Conference to be held according to the Winneba resolution in Peking. Until this Conference is convened, we reserve our right to participate in deliberations designed to wreck Afro-Asian Solidarity.

On 2/23/67 the Liaison Agent advised Mrs. Jane Roman, CIA, that the following are the ground rules which we understand will be followed in the handling of any business relating to the subject: (S)

  1. You will furnish the Bureau the necessary details concerning all correspondence between SUGAR and Robert Williams. This should include correspondence received in the past which has not been referred to our attention. (S)
  2. You will keep us apprised of the nature and extent of correspondence between SUGAR and individuals in the United States. (S)
  3. We will continue disseminating information developed by us concerning RAM and any other data coming to our attention concerning SUGAR. (S)
  4. In the event that you desire to utilize Bureau developed information in connection with your SUGAR operation, you will present your proposal through Liaison channels. (S)

Mrs. Roman informed the Liaison Agent that the Bureau's understanding as described above is correct. (S)
